OTTAWA, November 22, 2018 – The Review Panel for the proposed Roberts Bank Terminal 2 Project is holding an information session in Vancouver, British Columbia. The public is invited to attend and observe the meeting scheduled for January 30, 2019.

The session is needed to gather additional information from technical experts to help the Panel better understand the potential effects of the Project and to satisfy its responsibilities under the Canadian Environmental Assessment Act, 2012. Specifically it will provide an opportunity for the Panel to obtain additional information on the purpose of the project.

The information session will be held at 9 a.m. on Wednesday, January 30, 2019 at the Simon Fraser University Harbour Centre, 515 West Hastings Street in Vancouver.

The Review Panel intends to provide a live audio feed of the session. The public is invited to observe in person or listen in by live audio. Following the session an audio archive and transcript of the proceedings will be posted to the Registry (reference #80054).

Please note that the information session is not a venue for testing the information already available on the Canadian Environmental Assessment Registry. This will be done at the public hearing at a later date.

The Panel has directed the Vancouver Fraser Port Authority, Transport Canada and Ashcroft Terminal to make presentations at the information session.

About the Project

The Vancouver Fraser Port Authority proposes the construction and operation of a new three-berth marine container terminal located at Roberts Bank in Delta, British Columbia, approximately 35 km south of Vancouver. The proposed Project, to be located next to the existing Deltaport and Westshore Terminals, would provide 2.4 million twenty-foot equivalent units of container capacity per year at Roberts Bank.

Objective of the Information Session

On November 22, 2018, the Panel determined that it required additional information and clarity on the purpose, rationale and objectives of the proposed Project. This decision was made based on the comments received from the public during the comment period held from July 6 to October 5, 2018, and based on the Panel’s own review of the Environmental Impact Statement and the Proponent’s responses to information requests.

In order to obtain the information and clarifications they were seeking, the Panel chose to hold an information session to speak directly with experts, which is being made public so that anyone can attend and observe the session.

The Panel has a mandate to gather all of the necessary information required to complete its review of the Project, as outlined in paragraph 19(1)(f) of the Canadian Environmental Assessment Act, 2012. Since the objective of the information session is for the Panel to gather information, questions and/or oral statements from the Public will not be accommodated during the session. However, should the public have comments regarding the contents of the session, they are encouraged to provide a submission to the Review Panel by sending a message to CEAA.PanelRBT2-CommissionRBT2.ACEE@canada.ca.

Objectif de la séance d'information

Le 22 novembre 2018, la commission a déterminé qu'elle avait besoin d'informations supplémentaires et de clarifications sur l'objet, la raison d'être et les objectifs du projet proposé. Cette décision a été prise sur la base des commentaires reçus du public au cours de la période de consultation tenue du 6 juillet au 5 octobre 2018 et sur la base de l’examen par la commission de l’étude d’impact environnemental et des réponses du promoteur aux demandes de renseignements.

Afin d’obtenir les informations et les éclaircissements recherchés, la commission a choisi d’organiser une séance d’information pour parler directement aux experts, laquelle est rendue publique pour permettre à quiconque d'y assister ou d’observer.

La commission a pour mandat de rassembler toute l'information nécessaire pour compléter leur examen du projet, conformément à l’article 19 (1)(f) de la Loi canadienne sur l'évaluation environnementale (2012). Parce que l'objectif de la séance d'information est pour la commission de recueillir des informations, des questions ou remarques du public ne seront pas permises pendant la session. Toutefois, si le public avait des commentaires sur le contenu de la séance, il est encouragé à envoyer une soumission à la commission d'examen en envoyant un message à CEAA.PanelRBT2-CommissionRBT2.ACEE@canada.ca.
