That’s according to a new report that also criticizes the Army Corp of Engineers and the Environmental Protection Agency for not completing a realistic analysis of the environmental damage the pipeline could cause.

Given the likelihood, as outlined in the article below, that this idea will never be successfully legislated in Washington, one might think that Biden is putting it forward as a ploy to win votes for Democrats in the midterm elections this fall with no real intention to see it through to enactment. But it's interesting information.
